Contact: Intake Line (click to e-mail) 614-645-8526 2008 Program Guidelines The Home Modification Program provides modifications to the homes of persons with disabilities to increase the independent living opportunities in their home. The removal of architectural and attitudinal barriers allows the disabled person to live or continue to live in his/her home or apartment and fosters dignity and self-respect through the ability to make decisions and manage one's own life. At this time no new applications are being accepted for the Home Modification Program. If you would like assistance with referral to other programs of this type, call the Intake Line at 614-645-8526. Geographic Location and Eligible Properties Eligible locations and properties are: owner-occupied residential properties and rental units located within the corporate limits of the City of Columbus and in need of physical alterations. Eligible Work This program will provide the funding necessary to make the physical alterations whenever the occupant lacks the financial ability to do so. Work includes but is not limited to: construction of custom designed ramps and handrails; widening doorways; modifying baths and walkways; installing grab bars, toilet assist railings, and porch or stair lifts. Eligible Households An applicant must be an individual with a disability or a household with a family member who has a disability. NOTE: Total household income includes the income of all adults 18 years of age and older living in the home. Property taxes must be current at the time of application (or within 30 days of the final approval for assistance by the program) or the homeowner must be on a verifiable payment plan with the Franklin County Auditor's office. Financing Guidelines Maximum Grant Owner Occupied Units: up to $20,000 per household Rental Units: up to $20,000 per household The amount of funds expended on one living unit shall be limited to the amount necessary to properly perform the recommended home modifications as determined by the City of Columbus. No repayment of the grant is required. Federal Obligations Environmental Review The project must receive Environmental Review clearance as defined by the National Environmental Policy Act, which includes a Historic Preservation Review. Historic Review Clearance must be obtained from the City of Columbus Historic Review Officer prior to commitment of City funds. The rehabilitation must comply with Section 106 standards set by the Secretary of the Interior. Civil Rights All requirements with respect to Title VI, Civil Rights Act of 1964, must be complied with.
