Urban Infrastructure Recovery Fund

The Urban Infrastructure Recovery Fund (UIRF) capital improvement fund is utilized to repair infrastructure such as curbs and streets as well as add special features, which help enhance the identity and desirability of the city’s unique urban neighborhoods.  UIRF was created to reverse the trend of urban decline while sharing public investment decisions directly with residents in the Central City.

Unlike traditional capital investments, residents are given direct access to the capital improvement process to propose public infrastructure needs in their community.  UIRF projects are nominated, reviewed, and prioritized by the residents in each neighborhood with technical advice from city staff.

Who is Eligible?

Projects must be located within UIRF boundaries.

The improvements must be located within the public right-of-way, be on City owned property, or be contained in a City-owned easement.  Lease arrangements are accepted pending approval from the City Attorney’s Office.

How Can I Apply?

The Division of Economic Development is happy to assist you in all phases of the application process.  Please feel free to contact:
